The lack of effective, consistent signs and safety flags
on UK beaches has been identified over the past few years as a major contributing
factor to many deaths and serious injuries.
The Royal National Lifeboat Institution (RNLI) has, for
the first time, produced this guide with the backing and cooperation of
key organisations concerned with safety and it attempts to consolidate
the existing best practice guidelines as issued by these key organisations.
Beach operators have a duty of care to see that visitors
to their beaches are reasonably safe, which entails providing adequate
safety measures. In order to assess the most appropriate safety measures
it is recommended that a risk assessment of each beach is carried out.
Effective signage will provide the public with the means
to make more detailed decisions on safety whilst on the beach. However,
signs should never take away the public's responsibility for their own
actions and subsequent safety. It is important that beach users understand
the risks and, equally important, the need to take care of their own welfare
and be aware of the environment they are in.
